RESOURCE MANAGEMENT PROFESSIONAL LEVELS 1-4

THE ROLE

Resource Management Professionals support Government leaders in aligning mission priorities, resources, investments, requirements, schedules, and funding across complex programs and portfolios. Depending on level and assignment, responsibilities may include: -Support Government Program Managers, portfolio managers, initiative leads, and senior leadership with resource planning and execution. -Analyze program requirements, funding, staffing, schedules, priorities, and investment decisions. -Support development and management of current-year and out-year resource requirements. -Develop and maintain spend plans, funding profiles, budget projections, and execution reports. -Support Planning, Programming, Budgeting, and Execution activities. -Analyze requirements and recommend resource allocation, prioritization, investment, or divestment options. -Support development of program and portfolio-level requirements. -Coordinate requirements across organizations, mission areas, programs, and stakeholders. -Track financial execution, obligations, expenditures, funding gaps, and resource risks. -Support program reviews, portfolio reviews, investment reviews, and senior leadership decision forums. -Develop decision-support products addressing cost, schedule, performance, risk, staffing, requirements, and resource tradeoffs. -Support change requests, resource program management activities, and requirements governance processes. -Analyze portfolio performance and identify trends, issues, dependencies, and areas requiring management attention. -Prepare executive briefings, point papers, spreadsheets, dashboards, reports, and recommendations. -Coordinate with program, acquisition, financial, technical, and mission stakeholders. -Provide senior-level advisory support and leadership when required by the assigned level. DESIRED EXPERIENCE -Strong candidates may have experience in several of the following areas: -Resource management -Portfolio management -Requirements development and analysis -Program and budget integration -Planning, Programming, Budgeting, and Execution -Financial planning and execution -Spend-plan development -Funding and obligation analysis -Investment and divestment analysis -Program requirements management -Resource allocation and prioritization -Cost, schedule, and performance analysis -Program and portfolio reviews -Risk and issue management -Executive-level reporting -Acquisition and program management support -Intelligence Community or DoD mission environments -Senior Government stakeholder engagement EDUCATION AND EXPERIENCE -Education and experience requirements vary by labor-category level and contract requirements. -Candidates will be evaluated for RMP1, RMP2, RMP3, or RMP4 based on their education, relevant experience, demonstrated resource-management capabilities, and level of responsibility.
